Cancún is a planned city that went from sandbar to close to a million residents in the municipality of Benito Juárez in barely fifty years. That speed, combined with scarce land in the central zones and the weight of tourism, pushed the city upward: local market studies put roughly seven out of ten properties listed for sale as apartments rather than houses. Cancún does not have one condo market, it has three running at once.

There are the beachfront towers along Boulevard Kukulcán and in Puerto Cancún, bought mostly as investments by owners living in Mexico City, Monterrey, the United States or Canada, and largely operated as vacation rentals. There is the mid-to-high-end vertical corridor along Avenida Bonampak and the southward push down Boulevard Colosio and Avenida Huayacán, home to the hotel manager, the doctor and the local professional. And there are the older buildings in the downtown supermanzanas and the affordable-housing condominiums in the regiones and Alfredo V. Bonfil, where much of the workforce that keeps the tourism industry running actually lives. A Cancún administrator is usually running a building with permanent residents, absentee owners and rotating guests all in the same stairwell.

The formal notice of assembly and the minute book remain the administrator’s responsibility.
