Blocked for late payers

Yes. That is what the party code is for: one code that admits several guests across multiple scans, designed for gatherings and events at home. For everything else there are single-use and date-range codes.
Yes, by enabling the delinquency restriction. It is off by default: you turn it on when the community approves it, and you set how many days of grace to allow before it applies. Once active the rule enforces itself — no briefing the gatehouse, no case-by-case checking. The amenity-booking restriction is separate, so you can use one without the other.
No. The guard app runs on an ordinary phone or tablet and uses the device camera to scan. There is no need to buy readers or install turnstiles to get started.
