Condo Management in Puerto Vallarta

Puerto Vallarta has been building apartments for half a century and is now one of the most mature vertical markets on the Mexican coast. The municipality went from 291,839 residents in the 2020 census to more than 300,000, and approaches half a million once you count the conurbation with Bahía de Banderas, across the state line in Nayarit. After decades of spreading sideways the city is densifying upward: new buildings cluster in Emiliano Zapata, Versalles, 5 de Diciembre, Marina Vallarta and along the highway to Mismaloya, while the El Pitillal, Ixtapa and Las Juntas corridor absorbs thousands of affordable-housing units held under condominium regimes for the people who staff the tourism industry. Two different markets, two different administrative realities, inside the same municipality.

What sets Vallarta apart from other beach destinations is not that the owner is foreign — the whole urban strip sits inside the restricted zone, so buyers from abroad purchase through a bank trust, or fideicomiso, exactly as in Los Cabos or Cancún — it is how long they stay. The Canadian or American owner here does not come for a week; they move in from November through April. That produces a community that is demanding and physically present for half the year, with active owner committees, documents requested in English, and assemblies called in January, February or March because that is the only window with real quorum. From May to October the same building sits half empty, dues are calculated per square metre and sometimes quoted in dollars, and everything is settled by email, WhatsApp and bank transfer.

The legal framework does not help standardize things either. Unlike Quintana Roo or Baja California Sur, Jalisco has no separate condominium statute in force: since 1995 the condominium property regime has been regulated inside the Civil Code of the State of Jalisco, and buildings whose regime was constituted earlier may still fall under the previous condominium laws depending on the year of their founding deed. In a city that has been building under condominium regimes for decades, that means neighboring buildings running on different rules. A Winter Community

Vallarta's Canadian and American owners do not drop in for a week — they live here from November through April. From June to October it rains almost daily and the Pacific cyclone season arrives — precisely when the building is empty. That is when humidity and salt air do the most damage: ironwork, elevators, pool equipment, closed units growing mold, and the fewest people around to approve a repair.

Vallarta has been building under condominium regimes for decades, so the same street holds buildings constituted under the earlier statutes and others under the Jalisco Civil Code in force since 1995. The manager inherits deeds, bylaws and minutes from several generations, almost always on paper.
