Tulum went from a stopover town to one of Mexico's fastest-growing municipalities in under fifteen years. The 2020 census counted 46,721 people in the municipality, 33,374 of them in the town itself, and current estimates put it above 60,000. The arrival of the Maya Train and Felipe Carrillo Puerto International Airport, opened in December 2023, accelerated a construction wave: market counts published in 2025 describe more than 500 projects selling at the same time and an inventory of roughly 11,000 units across apartments, houses and lots.

What gets built here is almost never a tower. Height limits and jungle lots produce boutique developments of two to four floors that rarely exceed sixty units, with rooftop pools, coworking and sometimes a private cenote, concentrated in Aldea Zamá, La Veleta and Regions 15 and 8. Nor are they sold to be lived in: most studios and one-bedroom units are bought off-plan as investments, often by foreigners through a bank trust (fideicomiso), and end up running as vacation rentals. There are thousands of active short-stay rentals across the municipality.

That is what shapes the job of administering a building in Tulum. The owner roll is spread across the United States, Canada and Europe; whoever sleeps in a unit changes every few nights while the apartment next door sits empty for months; and since the 2024-2025 correction, with new-home sales down and short-stay occupancy falling, the maintenance fee is the first thing to slip. On top of that, many condos run their own well, treatment plant and power backup because the municipal network does not reach them. That is the typical case here. The app works in Spanish and English, and owners check their balance, receipts and announcements from any country. Quintana Roo's condominium law lets you serve an assembly notice to the email address an owner has put on file, provided the administration keeps proof of it — and without excusing you from posting the notice inside the condominium (article 30). Keeping that roll current in one place stops being an administrative detail.
The owner — or the tenant or property manager the administration registers on that unit — generates a QR pass with a defined validity window for each guest. The guard scans it with the security app, and the record shows who entered, for which unit and when. The same flow covers cleaners, vendors and package deliveries.
No: the guard app needs an internet connection to validate and log entries. In Tulum we recommend keeping the booth device on a UPS with a mobile data plan, which is standard practice in condos that already live with blackouts.
Among other things, handing every owner an account statement monthly, bimonthly or on whatever schedule the assembly sets, and keeping proof of who received it (article 36). To go the civil enforcement route you need three overdue ordinary fees or one overdue special assessment, plus the statement signed by the administrator and the president of the oversight committee, the unpaid receipts, and the minutes or bylaws that set those fees (article 43). Article 46 requires the notary to ask the selling party for a no-debt certificate signed by the administrator, plus the tax receipts (CFDI) for the last three maintenance fee payments. With per-unit history in the platform, that certificate stops being an afternoon in the filing cabinet. CFDI 4.0 issuance and in-app payment by card, SPEI or OXXO are both paid add-ons.
