On the working-class east side, around Ojocaliente, the product is different: affordable housing in volume, low dues and a lot of units per manager, with Infonavit and Conavi putting up thousands more homes in the same direction. Layered on top is a young vertical corridor between Avenida Universidad, Boulevard Luis Donaldo Colosio and Federal Highway 45 Norte, where the city's tallest buildings are clustered. Nearly all of it is new construction, and nearly all of it follows the same script: the developer administers for the first year or two, then hands over to the owners' assembly.
