Toluca is the capital of the State of Mexico and the center of a metropolitan valley of roughly 2.4 million people that takes in Metepec, Lerma, San Mateo Atenco, Zinacantepec and Calimaya. It is the highest state capital in the country, some 2,660 meters above sea level, and the heart of the Toluca–Lerma industrial corridor, one of central Mexico's largest manufacturing belts, with automotive, chemical, pharmaceutical and food plants. Since February 2026, with the "El Insurgente" interurban train running end to end from Zinacantepec to Observatorio, the valley sits less than an hour from Mexico City — and that has changed the math on who buys a home here.

The market moves in two directions at once. On one side are the conjuntos urbanos — the legal vehicle the State of Mexico uses to authorize mass housing — which in San Mateo Otzacatipan, Calimaya or Zinacantepec are subdivided into dozens of small condominiums: gated clusters of 20 to 60 houses with a single guard booth, shared green areas and a modest fee. On the other side is a relatively new vertical wave: mid-rise buildings along Paseo Tollocan and Avenida Las Torres, and amenity towers around Metepec. Demand is almost entirely domestic — valley families, middle managers from the industrial corridor, state government staff and, increasingly, people who work in the capital and sleep in Toluca. There are no foreign owners and no vacation rentals here: residents live in their units twelve months a year.

That makes managing a community in Toluca look far less like a beach destination and far more like a middle-class suburb. Most communities self-manage with neighbors, and the State of Mexico condominium law sets the tempo: the assembly decides how long the administrator serves — one to three years when the job goes to an owner — it must meet in general assembly at least every six months, and the administrator has to hand every owner an account statement every two months along with a receipt for each payment. In developments of more than sixty homes, much of the decision-making also happens block by block or cluster by cluster rather than in a single assembly.
