Los Cabos is not one city but two, joined by the 33 kilometres of the Tourist Corridor: loud, commercial Cabo San Lucas and colonial, slower San José del Cabo. It is the most populous municipality in Baja California Sur —the 2020 census counted 351,111 residents, and the municipal planning institute reckons the municipality adds on the order of ten thousand people a year— and one of the fastest-growing in the country. What gets built here is rarely the single-family house you find in the rest of Mexico: it is marina-front towers, hotel-branded residences along the corridor and, above all, three- and four-storey buildings on the hillsides of El Tezal, the zone now absorbing most of the municipality's vertical inventory.
The buyer is not the average Mexican buyer either. A large share of the inventory sells to US and Canadian residents who, because Los Cabos sits inside the coastal restricted zone, purchase through a bank trust (fideicomiso) and occupy the unit only a few weeks a year. The rest of the time it is rented by the night or sits closed. That explains the fee levels: from around USD 150 a month in simpler El Tezal developments to 600, 800 or more in beachfront buildings with pool, gym, concierge and round-the-clock security — nearly always quoted in dollars and approved in assemblies where a good share of the owners vote by proxy.
Baja California Sur's Condominium Property Regime Act requires every condominium to hold assemblies and appoint an administrator with full legal authority to collect and represent the association, and in Los Cabos professional management is already the norm rather than the exception. The problem is not missing structure, it is operational volume and isolation: a different guest at the gate every week, a desert-and-salt climate that punishes gates, pumps and AC condensers, replacement parts that arrive from the far side of the Gulf of California, a cyclone season running June to November, and owners who expect statements with US-HOA levels of detail.
